Physical Instability of Individuals Exposed to Storm‐Induced Coastal Flooding: Vulnerability of New Yorkers During Hurricane Sandy

Abstract Flood risk assessment requires a quantitative understanding of hazards and vulnerability. In the coastal built environment, human's vulnerability to combined due floodwater winds is an integral component flood risks. The present study aims reveal human storm‐induced flooding, focusing on New York City during Hurricane Sandy. We develop physics‐based model quantify individuals' physical vulnerability, both adults children, compound winds. accounts for failure individuals caused by instability slipping toppling. governing equations consider balance between driving resisting forces moments applied individual concurrently exposed first calibrate using existing measurements in literature then implement it residents Manhattan flooding Model results indicate that when wind were at their highest‐level Sandy, majority flooded areas mainly hazardous zone either or drowning children.
